The conflict between Yeltsin and parliament has been described elsewhere and we will not dwell on it at length here. 7 Although the conflict concerned the Constitution and the issue of sovereignty, its outcome and the style of Yeltsin’s victory were influenced by developments in the presidency and the executive. These helped, first, to stimulate conflict and, second, to provide access to the President so that forces opposed to government policy could influence him. This latter development provided a means for Yeltsin to build political alliances in his struggle with parliament, although at a cost to reform.

It is therefore in the interests of the majority of deputies to associate themselves with factions or groups. In this chapter we show that despite the failure of the Fifth (1993–5) and Sixth (1995–8) Dumas,5 to make full use of their powers, it has none the less come to occupy a place within the political system that is far greater than its formal powers suggest. We begin with an overview of the Duma’s developing system of governance, and go on to examine factional and group politics, the legislative process and relations between the Duma, the government and the president.

Yeltsin has initiated legislation, vetoed laws passed by the Federal Assembly and issued decrees. We can therefore say that he has been energetic in government. However, there has been little consistency in his use of presidential power. The Constitution provided Yeltsin with room to manoeuvre. Since both impeachment and constitutional amendment are practically impossible, he was able to broaden the number of institutions around the presidency and the range of forces that competed for his attention and pick even more freely between them.
