It is not simply a layer of administration; it is the layer of administration that performs an extremely important function in con- necting the official kingdom to the business world. To say that the chuhang is a character means that it is neither an individual nor a social role; rather, it is an image of the official itself through which everyday imagination about how things are supposed to be operated is produced. As a character, the chuhang is seen as someone of real power, able to decide on crucial matters, overseeing the implementation of govern- ment policies, knowing the rules of the business game and possessing a considerable amount of practical knowledge, directly controlling the process of distributing government resources, choosing which company will receive state favors, needing to be entertained-someone who pleases when pleased.
Despite the differences in our orientation, MacIn- tyre's discussion is very useful for an articulation of the character as a central category for my ethnographic description. In his discussion, two distinctions are drawn. One is between individual and social role, and the other is between social role and character. The first distinction pos- sesses a clear difference: what an individual believes does not necessar- ily conform to his or her public role. That is, the relationship of individ- uals to their social roles is mediated by a number of internal elements, such as psychology or personal history.
In other words, fieldwork can be either based on the mode of (partici- pant) observation, a metaphor of empirical science that prioritizes the eyes of the observer, or based on (participant) understanding, scientific in another sense that gives a significant power to the ears of an anthro- pologist. The field project, on which this book is written, focuses on the commentaries of those under study-that is, on how the business world of everyday experience in Beihai or South China in general is talked about by those who are part of it.
