When, however, we turn to the enumeration of striking workers in 1908, the esnaf-organized artisan workers – with only a couple of sui generis exceptions such as the bakers – are not visible.

Thus manufacturing but not transport esnaf guilds largely were absent while unionized and syndicated workers formed the vast majority of the recorded strikers in 1908. And when we speak of the striking or mobilized unions and syndicates of 1908, we need to remember that such bodies constituted only one part of a larger labour force that either was unorganized or existed in guild-like esnaf organizations. In the Ottoman labour–state equation, mutual aid societies, unions and syndicates were a new and unfamiliar variable.
