Having obtained the authorization of the French Obedience, Scalieri convened the notables of the lodge of Proodos of which he was the president, and inducted Murad on October 20, 1872.
In Europe constitutional episodes were invariably promoted by social groups, pressing to gain more representation from absolute monarchies. Clearly no such entities had yet emerged in the Ottoman Empire. Eight prominent men—statesmen and intellectuals—framed the document, and it is noteworthy that not one of them was well schooled in constitutional theory. The entire Ottoman Constitution was taken directly from the contemporary Belgian and French constitutions, and the resulting document, as its architects intended, in no respect represented the Ottoman people.
