During these interviews I gathered information on the role of the White House in encouraging faith-based practices by states and on its connections to state OFBCIs and 26 FAITH , POWER , AND POLITICS FBLs. The first of these interviews was conducted in 2004, and the second, with an interim director, in 2005. After the qualitative data were collected and coded, I identified patterns that emerged using grounded theory. For example, I examined how many FBLs had worked with religious groups, or how many saw their job as part of their personal religious mission.
While there has been a great deal of attention paid to changes at the federal level, little attention has been paid to how and why states are adopting the initiatives. The limited research thus far has focused on descriptive accounts of actions at the state level, nationwide, or within a single state. 5 They found that states have been engaging in a variety of relevant activities, including creating advisory boards to research faith-based state social services and enacting legislation that includes faith-based language.
In addition to speaking with this advisor, I also spoke with the most recent Texas FBL. Though the current liaison was able to describe recent activity in the state, the early advisor was there from the beginning and knew about the early implementation of the initiatives and their historical roots in the state. His recollections form the basis of the sections that follow. Crucial to the early implementation and success of the faith-based initiatives in Texas was the close relationship that Bush’s gubernatorial administration had with the intellectual branch of the resurgent evangelical community.
