I would suggest that this absence of institutional support be added to our list of ethical problems in science policy. The outcome of the attack was that the study was prematurely terminated, and several similar studies elsewhere were abandoned. The intimidating effect on other possible investigators of problems in any area of human behavioural genetics is obvious. The XYY conflict was thus not an expression of a widely felt public concern over research into human genetics: it would not have arisen except for the initiative of one or two individuals.
The most complex, the least understood and the most fateful of these problems are those created by the social scientific religions. The rest of this paper will deal with these. Ill Social scientific religions emerged in Paris in the first half of the nineteenth century . The major sources were Saint-Simon and Comte, but the most successful of them was Marx; he was not a Parisian, but he spent one of the most formative periods of his life 6 there . It is possible to view the rise of these religions as a direct continuation of the social philosophies of the late enlightenment, especially the influence of Condorcet and the idéologues.
Therefore, conflict persists. Even as individual disputes are resolved, the same tensions recur in other contexts. New controversies have erupted over bans on saccharin and cyclamates, over fluoridation, weather modification programmes, research on the XYY chromosome, the swine-flu vaccine, the use of pesticides, genetic screening techniques and the study of sociobiology. The very persistence of such controversy suggests that there is a significant movement to reassess the social values, the priorities and the political relationships that are intrinsic to technical decisions.
